Three Foxes is a social development cooperative based in Portalegre, in the heart of Alto Alentejo. Founded by Eliana, Jorge and Salomé — three professionals with distinct paths and a shared vision — we were born from the conviction that rural territories are not the problem. They are the solution.
We work with young people, communities and organisations to create projects with real impact: from youth entrepreneurship capacity-building to the cultural revitalisation of regions that maps tend to forget. The triangle in our identity is not just a shape — it is the structure that holds up the three pillars of our mission.
What drives us
Our mission is structured around four complementary areas of intervention, always oriented towards long-term impact in the communities we work with.
Youth Empowerment
We build skills — from entrepreneurship to active citizenship — in young people from territories with fewer opportunities, with a special focus on Portugal's rural interior.
Sustainable Development
We create and support projects that strengthen the economic and social resilience of rural communities, keeping an eye on the long term without forgetting the present.
Sociocultural Vitality
We use culture, arts and heritage as tools for social cohesion — we believe that a community that celebrates its identity is a community that stays.
Social & Urban Pedagogy
We integrate non-formal education and social pedagogy methodologies into our everyday practice — because learning outside the classroom transforms differently.
The three foxes
Degree in Communication Sciences with a specialisation in Public Relations and a Master's in Marketing. 5 years experience as a youth worker and marketing manager at a health multinational.
Extensive experience in European programmes and transnational work. Consultant with civil and public organisations, integrating facilitation and leadership in educational and strategic projects.
Background in theatre and creative writing. Advocate for better rights for artists, gender equality and social inclusion. Project Manager at Contextos, contributing to European projects through the arts.

Their Jobs, Our Heritage
Creating a documentation and training resource on 5 professions at risk of extinction, keeping a cultural heritage alive and contributing to the professionalisation of today's youth. We were responsible for the writing, design, management and evaluation of the project.
Dialogues for Equality
Promoting gender equality and youth participation in democratic and social processes. Through a participatory and artistic approach, the project empowered young people to become agents of change. Implemented in Portuguese universities.
Rural Sparks
Youth Exchange on entrepreneurship in rural areas. 30 young people from 6 European countries gathered in Portalegre to develop entrepreneurial skills and create pilot projects for their communities. The next seed.

What we do for you
Grant Writing
We design and write applications for European funds (Erasmus+, EEA Grants, Portugal 2030) with an approval rate above the national average.
Project Management
We support the implementation and evaluation of European projects — from logistics to documentation — ensuring compliance and quality throughout.
Non-Formal Training
We design and facilitate capacity-building programmes for young people, youth workers and teams from civil society organisations.
Social Consultancy
We support municipalities, associations and cooperatives in developing sustainable social and cultural intervention strategies.
